#Accessibility Statement for Sport Wales#

This accessibility statement applies to the Sport Wales Community Investment Portal. This website is run by The Sports Council for Wales (Sport Wales). We want as many people as possible to be able to use this website. For example, that means you should be able to:

- change colours, contrast levels and fonts

- zoom in up to 300% without the text spilling off the screen and without content being truncated or overlapping

- navigate most of the website using just a keyboard

- navigate most of the website using speech recognition software

- listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)

We’ve also made the website text as simple as possible to understand.

## How accessible this website is ##

We know some parts of this website are not fully accessible:

- The instruction "* Required field" is shown in the "About you and your organisation" page, after the form. None of the inputs are marked with an asterisk.

- Help text is not marked up correctly for screen reader users.

- Some input fields that collect an individual’s personal data on some pages (Login / Register) and on the "Login" page and the "Sign up" page do not have the necessary “autocomplete” attributes.

- The tooltips in the header and footer and other components on most pages cannot be dismissed once the tooltip is displayed such as using the [Escape] keystroke.

- Some pages do not provide more than one way to locate other web pages within the same website.

- Some status messages, on various pages, cannot be programmatically determined through role or properties such that they can be presented to the user by assistive technologies without receiving focus. This means that users are unaware of changes in content that are not given focus.

###Issues affecting people who use keyboard navigation###

- All content editor textboxes that have a toolbar within them, require the focus to be in the editable area before pressing Alt+F10 to allow the focus to move to the toolbar. This is not conveyed to users.

- When responses are acceptable, in the summary page, the error link is replaced with plain text. A redundant TAB stop remains. 

###Issues affecting screen reader users###

- Some images have alt text that do not properly convey what is displayed or the purpose of a control.

- Some pages have generic page titles that do not properly describe the topic or purpose of the page.

- There are some redundant links in the summary page where the purpose is not conveyed by the link text alone. 

- All pages programmatically use international English as a language.

###Issues affecting people with low vision###

- Some text in various components do not have a contrast ratio of 4:5:1. This may make the text difficult to read for users with a visual impairment

- Some combinations of adjacent colour in components on some pages do not have a contrast ratio of at least 3:1. This means that some active user interface components (i.e., controls) and meaningful graphics are not distinguishable by people with moderately low vision.

- Some combinations of adjacent colour in non-text components do not have a contrast ratio of at least 3:1. This means that some active user interface components (i.e., controls) and meaningful graphics are not distinguishable by people with moderately low vision.

The content listed below is non-accessible for the following reasons.

###Non-compliance with the accessibility regulations###

- The link containing the logo in the header in all pages is not marked up correctly for screen readers.(WCAG 2.2 AA criterion 1.1.1 - Non-text Content).

- Some headings, labels and text are not marked-up correctly so screen reader users cannot identify the structure of the pages or as labels within forms. (WCAG 2.2 AA criterion 1.3.1 - Info and Relationships).

- Some pages have generic page titles but they do not properly describe the topic or purpose of the page.(WCAG 2.2 AA criterion 2.4.2 - Page Titled).

- When responses are acceptable, in the summary page, the error link is replaced with plain text. A redundant TAB stop remains.(WCAG 2.2 AA criterion 2.4.3 - Focus Order). 

- There are some redundant links in the summary page where the purpose is not conveyed by the link text alone. (WCAG 2.2 AA criterion 2.4.4 - Link Purpose (In Context)). 

- All content editor textboxes that have a toolbar within them, require the focus is in the editable area before pressing Alt+F10 to allow the focus to move to the toolbar. There are no instructions regarding this.(WCAG 2.2 AA criterion 3.3.2 - Labels and Instructions).

- Some buttons, table headers, and iframes are not marked up correctly for screen readers.(WCAG 2.2 AA criterion 4.1.2 - Name, Role, Value).

- Some input fields that collect an individual’s personal data such as the "Login" and "Register" page do not have the necessary “autocomplete” attributes.(WCAG 2.2 AA criterion 1.3.5 - Identify Input Purpose).

- Some text in various components do not have a contrast ratio of 4:5:1. (WCAG 2.2 AA criterion 1.4.3 - Colour Contrast).

- Some combinations of adjacent colour in components on some pages do not have a contrast ratio of at least 3:1. (WCAG 2.2 AA criterion 1.4.11 - Non-text  Contrast).

- The tooltips in the header and footer and other components on most pages cannot be dismissed once the tooltip is displayed, such as using the [Escape] keystroke. (WCAG 2.2 AA criterion 1.4.13 - Content on Hover or Focus).

- Some pages do not provide more than one way to locate other web pages within the same website. (WCAG 2.2 AA criterion 2.4.5 - Multiple Ways).

- Some status messages, on various pages, cannot be programmatically determined through role or properties such that they can be presented to the user by assistive technologies without receiving focus. (WCAG 2.2 AA criterion 4.1.3 - Status Messages).

##What we’re doing to improve accessibility##

We will resolve all non-compliance issues that are within our control (detailed under ‘non compliance with the accessibility regulations’) and update this statement.

To ensure accessibility of this website, we have:

- built accessibility into our procurement process

- given accessibility training for our staff

- regular reviews of content

- annual external accessibility audits

We also try to ensure that:

- all images contain appropriate alternate text

- interactive elements are reachable in different ways, including by keyboard navigation

- interactive elements have style changes when hovered over or focused on with keyboard

- all colour combinations have enough contrast between them

- our content is clear, concise, jargon-free and in plain language

- all pages use headings in a logical way

- all ‘calls to action’ are easy to find

- symbols (such as ‘>’) are used in context and make sense

- all forms can be navigated by keyboard, have submit buttons and have responses in case of success or failure

##Preparation of this accessibility statement##

###How we tested this website###

This website has been audited to ensure compliance with WCAG 2.2 AA. A sample of pages was tested which reflected all the key user journeys for the Community Investment portal users.

This website was first tested on 03 April 2026. The test was carried out by [Test Partners Ltd](http://www.testpartners.co.uk "Test Partners Ltd").

###Preparation of this accessibility statement###

This statement was prepared on 09 April 2026. It was last reviewed on 20 May 2026.

We followed GOV.UK guidance on deciding how to check the Sport Wales Community Investment Portal as follows:

- We manually assessed all the “unique” pages to determine the type of content on those pages.

- We identified a minimum representative subset of pages that contain examples of the most common layouts, components and features, including:

- Important “unique pages”.

- Pages with text content.

- Interactive elements such as forms.

- We conducted a manual WCAG audit on the representative subset of pages.
